Agencies Propose Clarifications to Credit Card Rules - The Federal Reserve Board, the Office of Thrift Supervision, and the National Credit Union Administration today proposed clarifications to aspects of their December 2008 final rules under the Federal Trade Commission Act (FTC Act) prohibiting certain unfair credit card practices. The Federal Reserve Board also proposed clarifications to its December 2008 final rule under the Truth in Lending Act (TILA) amending Regulation Z to improve the disclosures consumers receive in connection with credit card accounts and other revolving credit plans.
Corporate Credit Union Share Guarantee Program Revised, Extended - April 21, 2009, Alexandria, Va. – The National Credit Union Administration (NCUA) Board today modified the terms of the Temporary Corporate Credit Union Share Guarantee Program (TCCUSGP) to extend the program to accommodate a 2-year rolling expiration date and provide the option of quarterly extensions through December 2012. Chairman Fryzel Identifies New Options for System-Wide Stabilization Assistance - March 23, 2008, Alexandria, Va. - “Events continue to move swiftly, and I have directed NCUA staff to explore two new avenues to augment NCUA’s Corporate Stabilization efforts. First, we have held preliminary discussions with Congress regarding the creation of a Corporate Stabilization mechanism, as an adjunct to the National Credit Union Share Insurance Fund (NCUSIF). This new mechanism would replenish the NCUSIF through an arrangement with the Treasury Department, while providing additional flexibility for credit unions to make their required contributions over a period of time. Voluntary Corporate Guarantee Program Participants Announced - March 2, 2009, Alexandria, Va. – The National Credit Union Administration’s Voluntary Temporary Corporate Credit Union Share Program (TCCUSGP) began March 1, 2009. Only those corporates listed below are participating in the voluntary guarantee program. The TCCUGSP was approved by the NCUA Board January 28, 2009 and consisted of a temporary guarantee by the National Credit Union Share Insurance Fund (NCUSIF) of all shares (excluding paid-in-capital and membership capital accounts) at all corporate credit unions. The voluntary guarantee is effective March 1, 2009, expires December 31, 2010 and only encompasses participating corporates.
NCUA Provides Examiner Guidance Recognizing Corporate Impact, CU SIP - February 27, 2009, Alexandria, Va. – The National Credit Union Administration issued new supervisory guidance for agency examination staff regarding the impact the Corporate Stabilization Program may have on credit union balance sheets. Supervisory Letter 09-01 instructs examination staff to differentiate between the impact of recent NCUA Board actions and operational activities by credit union management when evaluating credit union performance and risk profile. The letter also sets forth guidance allowing for examiner recognition of possible temporary reductions in return on assets (ROA) resulting from credit union participation in the Credit Union System Investment Program (CU SIP).

NCUA Activates National Examination Team - January 8, 2008, Alexandria, Va. – Chairman Michael E. Fryzel announced today activation of the National Credit Union Administration (NCUA) National Examination Team (NET) to enhance the supervisory process in areas where economic conditions have adversely impacted federally insured credit unions. This initiative is in further response to the difficulties caused by declining home values, high mortgage delinquency rates, high foreclosure rates, high unemployment rates, and concentrations of real estate loans that have affected credit unions to varying degrees. Where those factors are present, NCUA will deploy a specialized team of examiners who will concentrate on the most difficult cases.
